Interpretation of Article 9.1, Paris Agreement

Article 9.1 of the Paris Agreement states “Developed country Parties shall provide financial resources to assist developing country Parties with respect to both mitigation and adaptation in continuation of their existing obligations under the Convention“.

This resource answers two questions: Does Article 9.1 of the Paris Agreement create a new financial obligation or does it confirm the existing ones under the Convention? and Who has an obligation to provide financial resources under Article 9.1 of the Paris Agreement?
