Enhancing NDCs by 2020: Achieving the Goals of the Paris Agreement

This paper presents a set of options for how Parties to the Paris Agreement can enhance their NDCs by 2020, as well as during future five-year cycles of NDC revision. The authors provide options for enhancing mitigation ambition, strengthening adaptation plans and actions, implementation, and improving clarity, transparency and understanding of NDCs.
