Transparency of Support Received

This paper provides a detailed overview of the ‘transparency of support received’ (TSR) concept in the Paris Agreement. The authors introduce the rationale behind TSR, discuss the evolution of the existing measurement, reporting and verification provisions under the Convention into a comprehensive transparency framework, and provide an outlook to the transparency negotiations at COP-23. The brief concludes with recommendations for addressing the topic of TSR in upcoming climate negotiations.
