Tackling climate change through policy-based finance: Options for the Green Climate Fund

This report analyses the use of the dedicated policy-based finance (PBF) instrument as a way to achieve a stable environment for tackling climate change through a sound regulatory environment through climate change policies, supporting projects, programmes and other activities in developing country Parties.

It reviews GCF’s experience in policy support in more detail, and analyses whether PBF could aid in carrying forward its mandate to support developing countries raise and realise their NDC ambitions towards low-emission, climate-resilient pathways.
