Implementation guidelines for the Paris Agreement adopted

The so called ‘Paris Rulebook’ agreed at COP-24 provides a solid technical basis for the global implementation of the Paris Agreement. This follow-up paper presents the most important decisions made in the Paris Rulebook, particularly on the elements of the implementation guidelines and the political compromises between the states on them. The authors also analyse where they consider the rules to be robust enough, and where they are lacking.
