Common Time Frames: Creating Space for Ambition in the Paris Agreement Rulebook

This policy brief focuses on the procedural interpretation of ‘common time frames’ in the Paris Agreement, which is concerned with the processes of communicating and updating NDCs. The paper highlights some of the problems with the NDC communication and updating process and summarises the advantages, for enhancing NDC ambition, of using a common procedural time frame that has come to be known as the Dynamic Contribution Cycle.
