Building Capacity for the Paris Agreement’s Enhanced Transparency Framework

In order to meet the transparency requirements of the Paris Agreement set out in its ‘enhanced transparency framework’, some countries will need to build their capacity for transparency. Drawing on 13 country case studies in developing capacity for transparency, this paper highlights six key lessons to consider. The research also maps international initiatives aimed at supporting climate transparency, discusses how bodies under the UNFCCC can support capacity building, and highlights upcoming UNFCCC transparency-related capacity-building decisions.
